Residential development
Product, planning and delivery decisions for apartment and housing schemes, from first appraisal to sales.
The decision this page helps you make
What product to build on this site, and whether the margin survives a realistic downside.
Residential is the deepest market in Portugal and the most sensitive to product decisions. Unit mix, efficiency ratio and specification level move margin more than construction rates do, because they change both revenue and saleable area at the same time.
The planning path is the schedule. Architecture approval, speciality projects and the construction permit dominate the calendar in most municipalities, and any scheme change after submission risks restarting review. Fixing the product before submission is worth more than optimising it afterwards.
On the revenue side, use closed transaction evidence rather than asking prices, and treat off-plan sales pace as an assumption to be tested, not a given. Finance cost accrues across the whole planning period, so a long consent path can consume the margin that the appraisal showed on day one.
What you are deciding
- Unit mix and average unit size, tested against local absorption evidence.
- Efficiency ratio target, since net saleable area drives every revenue line.
- Specification level and whether it is supported by the achievable price point.
- Sales strategy: off-plan pre-sales versus completed-stock sales, and the finance each implies.
- Whether to phase the scheme to reduce peak funding and de-risk absorption.
How to proceed
- Set the product brief from evidence: comparable closed sales, unit sizes and absorption rates.
- Model gross to net area and confirm the efficiency ratio with the architect.
- Appraise base and downside cases before committing to the land price.
- Fix the scheme, then submit architecture and specialities as a complete package.
- Procure construction with a contingency that reflects the design stage, not the best case.
- Plan the sales and completion sequence, including the use licence and horizontal property regime.
Documents you will need
- Architecture project and speciality projects for submission.
- Comparable sales evidence for the micro-location.
- Cost estimate from a builder or quantity surveyor.
- Construction permit and, at completion, the use licence.
- Horizontal property deed where units will be sold individually.
Checklist
- Buildable area confirmed from the PDM, not assumed from plot area.
- Net saleable area agreed with the design team and used in the appraisal.
- Sales values evidenced by completed transactions.
- Construction cost range tested with at least one downside scenario.
- Finance cost modelled across the full expected planning period.
- Parking, accessibility, acoustic and thermal requirements designed in from the start.
- Completion path mapped: use licence, horizontal property, energy certificates.
Risks and how to handle them
Optimistic efficiency assumptions inflating saleable area.
How to handle it: Have the architect confirm net area, and appraise on the confirmed figure only.
Design changes after submission restarting the municipal review.
How to handle it: Freeze the scheme before submission and manage changes through a single consolidated response.
Sales pace slower than modelled, extending finance cost.
How to handle it: Test the appraisal at a slower absorption rate and, where possible, phase delivery.
Construction cost movement between appraisal and procurement.
How to handle it: Carry a contingency appropriate to the design stage and re-test the margin before committing.
Questions people ask
- What margin should a residential scheme target?
- Target margins are a commercial judgement, not a rule. What matters more is whether the margin survives a downside case — a price fall combined with a cost overrun and a longer programme. Model that explicitly before committing.
- How long does a residential scheme take in Portugal?
- Elapsed time is dominated by licensing rather than construction, and varies by municipality. Build a range for your own case with the timeline estimator instead of using a national average.
- Do I need a separate company for the project?
- Many developers use a project vehicle to ring-fence risk and simplify exit, but the right structure depends on your investors, funding and tax position. Take advice before acquisition, because restructuring afterwards is expensive.
- When can I start selling off-plan?
- Off-plan sales are common once the licensing position is sufficiently advanced, but the contractual protections buyers require, and the deposit arrangements, need legal structuring at the outset.
