COSTS & TAXES

Development costs and taxes in Portugal

Every euro a Portuguese development consumes falls into one of six blocks. This pillar sets out what sits in each block, when it is paid, and which items are habitually missing from a first appraisal.

Development budgets rarely fail because construction was mispriced. They fail because a whole category of cost — municipal charges, connection fees, irrecoverable VAT, the carry cost of an eighteen-month licensing period — was never in the model.

The six chapters below follow the money in the order a project spends it, from the acquisition tax paid before the deed to the tax charged on the gain at exit.

02 — Budget checklist

Eight lines that decide whether a budget is honest

  • Acquisition taxes are paid before the deed and are rarely financed.
  • Municipal charges appear at permit stage, long after the land price is fixed.
  • Connection and reinforcement charges are separate from construction cost.
  • Contingency is held outside scope, not spent on specification.
  • Finance cost runs across licensing and sales, not only construction.
  • The VAT position is confirmed in writing before the build contract is signed.
  • Sales costs — agency, marketing, legal — are modelled on gross value.
  • The exit tax outcome is tested for both an asset sale and a share sale.

Legal support through VVA

Once a site or project is identified, the focus shifts from general guidance to that specific transaction: title, planning position, licensing, charges, contracts and the holding structure.
